The Provincial Governments of West Java and Banten have officially extended the motor vehicle tax bleaching program until 30 September 2025 for West Java, and 31 October 2025 for Banten. But unfortunately, there are residents who claim to have difficulty extending the STNK because the vehicle is still in someone else's name and the BPKB is in leasing.

Quoting Banten Governor Andra Soni's Instagram account, Andra advised the residents to carry out the name change process. Moreover, the name transfer of used vehicles is now not subject to motor vehicle registration fees (BBNKB) anymore. Keep in mind, now you no longer need to worry about expensive costs when transferring the name of a used vehicle. You see, the transfer fee for used vehicle names is free.

The policy applies in all provinces in Indonesia. The policy is a mandate of Law No. 1 of 2022 concerning Financial Relations Between the Central Government and Regional Governments (HKPD). Article 12 paragraph (1) of Law No. 1 of 2022 states that the object of BBNKB is the first delivery of a motor vehicle. This means that only new vehicles are subject to BBNKB, excluding used vehicles.

Even so, it does not mean that the vehicle name change is completely free. Because there are costs that must be incurred to pay PKB (Motor Vehicle Tax), SWDKLLJ (Mandatory Contribution of Road Traffic Accident Fund), issuance of STNK (Vehicle Number Certificate), issuance of TNKB (Motor Vehicle Number Certificate), and issuance of BPKB (Motor Vehicle Owner Book).
